About Salem Housing Authority (SHA)

Salem Housing Authority (SHA) established in 1969 under provisions of Oregon state law, Salem Housing Authority (SHA) is a division of the City of Salem's Urban Development Department. SHA serves approximately 9,000 Salem area residents within Salem's Urban Growth Boundary with safe and affordable rental housing assistance and services to families, seniors and people needing accessible features or special accommodations.

SHA's programs are funded by a variety of sources through subsidies, grants and loans, and each program has its own set of rules and eligibility criteria.


Mission Statement

Salem Housing Authority provides safe, decent, affordable housing to residents of Salem and Keizer facing barriers to a better quality of life. Our mission is to assist low- and moderate-income families to achieve self-sufficiency through stable housing, economic opportunity, community investment, and coordination with social service providers.
